Springbrook Village will go before planning commission |

The Newberg Planning
Commission will hear public comment on Springbrook Village — the
residential development on Austin family land near the A-dec Inc.
campus — at its next meeting, slated for 7 p.m. Thursday in the
Public Safety Building.
Springbrook Village, which is within Newberg’s city limits, totals
roughly 3,200 acres and will increase Newberg’s developed area by 14
percent, or about one-seventh of its present area.
The plan before the commission calls for 284 acres of residential
development; 63 acres of parks; 48 acres of commercial, mixed-use
and office space; along with an 85-room luxury hotel, spa and
restaurant on 32 acres. If approved, the area will be established as
a new “Springbrook District” in the Newberg Comprehensive
Plan.
The commission will consider a preliminary plat or design approval
of 450 acres, including 94 tracts and 34 lots.
Newberg planning department recommendations for the plan call for
an increase in medium- and high-density housing, from around 66
percent to at least 80 percent, by adding an additional 80
townhouses or condominiums in the mixed-use area, located near the
intersection of Springbrook Road and Mountainview Drive.
Staff recommendations also call for specifying “knowledge-based
industry” (industrial engineering, software development or other
tech-sector businesses) as the future occupants of the village’s
designated office space, which adjoins the A-dec campus. In the
designated retail and commercial areas, planners recommend
encouraging businesses, such as a new grocery store, that will serve
future Springbrook Village residents.
The Oregon Department of Transportation has weighed in on the
project, recommending that a northbound right-turn-only lane be
built on College Street at Mountainview, and a southbound
right-turn-only lane on College at Hancock Street, to handle
additional traffic to and from the development.
The commission has also received two letters from homeowners on
Dartmouth Street east of College, who oppose the extension of that
street to allow traffic to enter and leave Springbrook Village,
preferring that it remain a cul-de-sac.
