County property taxes are due Nov. 15

On average, Dundee and Newberg property owners will pay less than in 2003-2004; interest charged on late payments

   It’s that time of year again: leaves, rain and temperatures are all falling. Lucky for Newberg and Dundee area residents, something else has fallen: property tax rates.
   Nearly 40,000 Yamhill County residents received property tax bills two weeks ago and payments are due Nov. 15.
   Those living in Newberg will, on average, pay 3 percent less in taxes this year than last, with a rate of $17.40 per $1,000 assessed value. For a house valued at $150,000, that’s just over $2,600 — nearly $100 less  than in 2003-2004.
   Dundee residents, receiving a 6 percent property tax decrease, will pay $15.32 per $1,000 assessed value. Taxes on a $150,000 house will be about $2,300 — about $140 less than last year.
   Payments must be postmarked by Nov. 15 in order to avoid interest charges. Payments may be made in as many as three increments; discounts are available for those paying up-front all or two-thirds of the amount due. Second payments are due Feb. 15, and third payments May 16. Reminders will not be sent out.
   The decrease in overall tax rate stems in part from a rate reduction for the Newberg Area School District, which reduced its tax levy request by $580,000.
   Despite the local decreases, the county’s total 2004-2005 collection of more than $72 million represents a 3 percent increase from the previous year. This is due to a 3 percent increase in taxable property within the county due to new construction and changes in law concerning taxable value.
   The largest chunk of the property tax earnings, $34.6 million, will be allocated to schools. Another $15 million will go to the cities to fund operational costs such as police, city government and development. The county will keep nearly $13 million of its collections to cover county services and $3 million will go to park and fire districts.
   The tax rate is a compilation of rates for several districts covering a particular area, said Dave Lawson, Yamhill County assessor and tax collector. Newberg and Dundee are covered by eight districts, including the school district, Chehalem Park and Recreation, the county, the city and Portland Community College.
