The historic Ellen D. Todd House (above), considered one of the oldest houses in Newberg, and its surrounding 3.3-acre property could become a unique residential complex offering 56 affordable housing units, if the plan is approved by the City Council.    After losing a fight more than a year ago to block the rezoning of a 3.3-acre site on Meridian Street by the Housing Authority of Yamhill County (HAYC), neighboring residents have tempered their opposition to the multi-million-dollar project that will bring more affordable housing to Newberg.
