An Oregon State Police SWAT team convinced Ryan Crossley to emerge from his Ramsey Road home on Wednesday afternoon.
   A Newberg man wanted on outstanding Deschutes County warrants was arrested Wednesday after a standoff with law enforcement outside his home on Ramsey Road.
