Due to a rarely used rule, the Newberg City Council’s attempt Monday to adopt revised findings for the south industrial urban growth boundary (UGB) expansion and revisions to the Economic Opportunities Analysis – an issue that has been on the table since March – failed in the absence of two councilors.
