On a mountaintop near Newberg, a landmark project is taking place. It may not look special — some construction work on one of several radio tower sites clumped together at the top of Chehalem Mountain — but for the coalition of agencies trying for years to revamp emergency communication tools throughout the state, it marks the beginning of success.
