   Newberg saw an ever-so-slight increase in new residential building in 2011, according to figures released last week by the city, but with residential remodels at not quite two-thirds of the prior year’s level and commercial building dropping by another 26 percent and nearly $1 million in value, the city’s construction activity continued its harsh decline.

   The Department of Environmental Quality’s enforcement actions for the August 2011 mishandling of asbestos-containing material in the Buckley’s Lockers demolition continue to wind their way through a lengthy process, with a pre-enforcement notice sent to the abatement contractor in late 2011 and the DEQ continuing “informal discussions” with the demolition contractor, who is appealing his $8,400 penalty.
